The USC Foundations, an umbrella administrative unit for several of the University of South Carolina’s foundations, has purchased an office building at 1027 Barnwell St. on University Hill to become its headquarters.

Russell Meekins, executive director of the USC Foundations, said all of the zoning issues have been resolved with the city.
The site formerly had been zoned as a single purpose PUD, which under current law is a nonconforming use for the site. The property includes a purpose-built office building, which the USC Foundations will now use for offices.
The building is located in the historic University Hill community, which has been the site of numerous contentious land-use battles in the past between the university and residents. The USC Foundations sought to ease the neighborhood’s concerns about future uses of the property.
“In deference to the neighborhood, we placed some restrictions on the property beyond the zoning,” Meekins said. “The restrictions mean that the property will be used as a general office building. C-1 is so broad that the neighborhood would be unprotected for uses that would be inappropriate for the area.
“It was a very good example of the neighborhood, the foundation and City Council, led by Moe Baddourah, working together to resolve an issue that affected all of the parties,” Meekins said.
Meekins said the building needs some renovations, such as HVAC, an elevator upgrade, paint and carpet, before USC Foundations can move in.
“But we hope to be in the building by early summer,” Meekins said. “It will mean a great deal to the foundation because we will finally all be in one building. We will operate more efficiently and we hope it will be a comfortable and convenient place to visit with donors.”
The USC Foundations office is currently in Osborne, the main administration building of the university.
